For teachers in vocational education and training (VET), lifelong learning and related further training is important to meet the growing demands of the teaching profession. This paper analyses the perception of technology and e-learning of teachers in Poland, Italy and Germany. The innovative aspect of this study lies in its combination of general perceptions of online learning and technology on the one hand and findings in relation to a specific online Teacher Training Tool on the other hand. The aims of this study are to show the relevance of e-learning in teacher training and to measure the perception and acceptance of this form of further training by VET teachers. The results should provide support for the further design and development of online education formats for teachers.
The evaluation was carried out using a quantitative cross-cutting study using a standardised questionnaire. The results of an online questionnaire show that the approach of online learning as a form of teacher training was met with great interest among VET teachers and that the perception of one's own benefit from such a training option was positive. The quality of the online learning units is decisive for the acceptance of e-learning opportunities. One limitation of this study is that the diverse country-specific cultural aspects and systems of teacher training could only be taken into account to a limited extent. This paper enables international comparative research on teacher training to be integrated using e-learning formats.

This publication is the second report from the International Adult Literacy Survey (IALS) and builds on the data analysis to present findings for 12 OECD countries (Australia, Belgium, Canada, Ireland, Netherlands, New Zealand, Poland, Sweden, Switzerland, Germany, UK and USA). The key finding suggests that there are significant literacy gaps in each country and that at least a quarter of the adult population do not reach the third of five literacy levels. The report is structured as follows: chapter one outlines both the overall proficiency levels as well as the distribution of adult literacy in each country; chapter two presents new evidence in terms of the economic and wider social benefits of literacy; chapter three looks at the relationships that exist between literacy and a range of individual characteristics and considers the connection between the socio-economic differences observed and interactions with families, schools and the workplace; and chapter four provides the results of an analysis of the readiness of adults to learn in different settings. The report concludes by briefly looking at the implications for policy. Using [European Union-Statistics on Income and Living Conditions] EU-SILC data for 2005 and 2011, we compare the role of family background on labour outcomes in three EU countries [Spain, Italy and Poland] that experienced large swings in unemployment during this period. We use a multidimensional family background indicator that avoids undesirable cohort effects. Our results suggest that family background affects employment prospects and job quality (hourly wages and contract insecurity), and that human capital formation explains a significant part (but not all) of the family background effects. There is significant cross-national variation in the extent to which human capital can explain the effects of family background. Finally, we do not find any evidence that the effect of family background is substantially moderated by the economic cycle in any of our countries.

Emerging technology is reshaping the world of work. Automation is revolutionizing business models, tools, tasks and delivery modes. Workers can already see the transformation happening, as artificial intelligence (AI), robotics and other digital innovations are being used increasingly in the workplace. The likely effects of automation are mixed. On the one hand, some jobs are at risk of being fully or partially automated and/or replaced by robots and AI. On the other hand, these changes could increase efficiency and access to services. Employers and workers require the necessary digital and soft skills to take advantage of the new opportunities they are expected to face. However, almost half the population of the EU is considered as lacking basic digital skills and one-third of the European citizens reportedly have no or almost no digital skills at all. Approximately 40 per cent of employers are struggling to fill their job vacancies due largely to a lack of necessary skills, while 30 per cent of graduates are working in a job where the competences they acquired at university are not required. This skills gap could threaten the stability of the labour market as well as the ability of EU industry to innovate.
A number of academic studies already shed light on the potential changes in the labour force of the future. This article which presents the opinions of more than 15,000 workers across ten European countries, was designed to contribute to the overall debate by giving voice to the workers themselves and potentially bring them closer to policymakers. This paper provides insights on how the workers surveyed view the impact of new technologies on their work, how they perceive their own preparedness for automation and technological change, and which policy measures they expect from governments and others. Building on the analysis of workers' attitudes, the paper concludes with a number of suggestions for further consideration at policy level to address the skills gap and its challenges.

The dynamic changes in tertiary education that were observed in Poland for the last 20 years transformed the Polish educational market and led to the immense expansion of educational institutions. The rapid increase in the number of students that continued until 2006 is however over and Polish universities have begun to compete for their clients. Increased competition along with the pessimistic forecasts for Poland with regard to demographic changes result in the growing demand for the knowledge on determinants of student educational choices and satisfaction. Although the amount of studies in this field is growing, Poland is still substantially underrepresented in the current research. The purpose of this article was to examine the underlying factors behind the choices that Polish students make while pursuing their tertiary education. The research method that combines focus groups' discussions and a survey study among 1,420 business major students helped us to identify the factors behind three phases of the decision making process: pursuing higher education; information search along with final choice of a university; and satisfaction from chosen studies. Our research implies that decision making with regard to tertiary education is multifaceted and longitudinal as it combines a different set of factors in each stage of the decision making process.

Young Polish migrants to the UK are often portrayed as being highly educated and mobile: willing nomads who are privileged to be able to take advantage of new opportunities for travel and work abroad offered by European Union membership. However, there are also less well-educated young people who adopt migration as a livelihood strategy in contemporary Poland. For many, the desire to experience life abroad combines with a sense of being 'forced' to leave localities where the transition to a market economy has resulted in a contraction of employment opportunities and where parents are unable to finance their children's higher education. My article explores why young people try to migrate to Britain, arguing that unemployment and low wages are important push factors. It is true that migration is also a response to new opportunities, particularly access to social networks. However, not everyone enjoys access to these. In addition, young migrants are to some extent constrained by the migration culture in their local areas, for example, regarding gender roles, although they can also help to shape that culture. The article is based on 115 interviews with women in England and Poland in 2006-2009, as well as a survey of public opinion in Poland's highest migration region.

While the Europeanisation of higher education (HE) systems has triggered much debate, the relationship between European factors and domestic economic processes, has been less thoroughly analysed. This article analyses HE reforms in the light of two parallel processes, which have shaped this sector: the introduction of market mechanisms and a gradual Europeanisation. The Polish HE makes a good case study of the relationship between both processes as it has been shaped by the contingencies inherent to the establishment of a liberal economic regime. Another set of inputs originated from the conditionality of the [European Union] EU accession process, which coincided with the launching of the Bologna Process. While the post-communist transformations entailed the large-scale privatisation of the HE system, the Bologna Process defined the role of the sector as supporting a 'knowledge-based economy', an agenda promoted by the Lisbon strategy and international institutions in the field. Trying to combine the study of policy practice and narratives this article takes into account the legislative outcomes as well as the reform debates based both on economic arguments and on the necessity to 'catch up with Europe'.

The [PricewaterhouseCoopers] PwC Women in Work (WIW) Index shows that, in 2011, the UK was in 18th position out of [the] sample of 27 OECD countries. The Nordic countries were in the lead, with Norway in pole position, followed by Sweden, Denmark and Finland. The UK has seen improvements between 2000 and 2011 in all indicators apart from the proportion of female employees in full-time jobs. But the UK's relative position has deteriorated from 13th in 2000 to 18th in 2011 as five other countries (the Netherlands, Austria, Belgium, Poland and Germany) have made more significant gains since 2000. In 2011, the UK's best-performing area was the overall rate of female labour force participation, and its worst performing was the share of female employees in full-time jobs. Norway's strengths lie in its high female labour force participation and the low gender gap between female and male participation in the labour force. The UK performs relatively better on female representation in the boardroom than on [the] Index for the labour market as a whole. But [the UK] still lag[s] well behind top performers on female boardroom representation such as Sweden and, in particular, Norway.

The [vocational education and training] VET efforts of large family business in Germany on the one hand, and the risk of the shortage of skilled workers for internationally active German businesses on the other, this paper looks at the involvement of German family businesses in vocational education and training in Central and Eastern Europe (CEE). More specifically, it explores the potential and opportunities of initial and continuing vocational education and training in Central and Eastern European countries of major significance to the German economy, sets out the obstacles that exist and examines where action is needed. The study focuses on industrial and technical occupations, since a significant portion of German family businesses in CEE are industrial companies with a particular need for personnel in this field. The economic importance of Central and Eastern Europe (CEE) to Germany and German businesses can be seen, for example, from figures on trade intensity or the ranking of trading partners in foreign trade. Germany's imports from Poland (ranked 4th), for instance, today exceed those from Italy (5th) or France (6th). Our analysis includes seven countries: Poland, the Czech Republic, Hungary, Romania, Bulgaria, Slovakia and Serbia. Between them, these countries are home to no fewer than 4,442 branches of German businesses, employing over 1.4 million people. This indicates the considerable potential for German businesses in the region. The potential, opportunities, obstacles and the need for action that we have identified in this study result from the particular local contexts in Central and Eastern European countries, contexts that differ considerably from country to country. While a high degree of similarity between the countries might initially be assumed, a closer examination reveals major national differences in the existing environments for vocational education and training. It was therefore necessary to begin by looking at each country's education and training system.

This paper investigates the link between management practices and workforce skills in manufacturing firms, exploiting geographical variation in the supply of human capital. Skills measures are constructed using newly compiled data on universities and regional labour markets across 19 countries. Consistent with management practices being complementary with skills, we show that firms further away from universities employ fewer skilled workers and are worse managed, even after controlling for a rich set of observables and fixed effects. Analysis using regional skill premia suggests that variation in the price of skill drives these relationships.
